Calvin Mitchell is an accomplished and strategic acquisition executive with over 18 years of experience spanning federal procurement, acquisition policy, and industry growth strategy. He currently serves as Senior Director of Strategic Acquisitions and Engagement at General Dynamics Information Technology (GDIT), where he advises on high-value federal opportunities, shapes acquisition strategies, and strengthens alignment between government requirements and industry capabilities across defense, civilian, health, and intelligence markets.
Prior to joining GDIT, Calvin served as Deputy Assistant Secretary for Acquisition at the U.S. Department of Education, where he led acquisition strategy and operations across a $50 billion portfolio of contracts and grants. During his tenure, he drove a 20% reduction in procurement costs, delivering over $50 million in savings, and led high-impact initiatives supporting the $1.63 trillion Federal Student Aid portfolio. He is recognized for implementing data-driven acquisition strategies that improved transparency, efficiency, and mission outcomes.
Previously, as Director of the Office of Small and Disadvantaged Business Utilization (OSDBU), Calvin increased small business participation by 15% over three years, generating over $100 million in cost avoidance while expanding opportunities for underserved businesses.
